Project description

There is a great deal of potential in the open space around Liezele Fort, along the Molenbeek valley and near the Wijland Youth Centre!

The upgrading of this open space is part of the green ring concept that is part of the local spatial structure plan (GRS) and is now being developed further in the revision of the GRS. The stream valleys of the Vliet and Molenbeek form a green ring around the circular residential core of Puurs. This natural ring is the basis for the future development of a structure of landscape and recreation in and around the centre of Puurs (for walking, cycling, enjoying nature, etc.). The project area is on the path of the green ring in a superb landscape setting and next to Liezele Fort.

The assignment consists of developing a master-plan for this open area, which should also make space for a new cemetery park, an open field for events, jogging and walking circuits, a soft jogging track, areas of water, etc.

Particular attention should be paid to:
- weaving the landscaped park into the surroundings: fort, residential areas, valley area
- integrating the landscape features
- links to existing and future cycle and walking paths in the area
- the landscape, history and unique nature of the location

Choices will inevitably have to be made in the process of materialisation and account will have to be taken of the budgetary implications. But these implications should have more effect on the length of time needed for completion than on the substantive quality of the project.

The master-plan will ultimately be transformed into actual implementation plans and/or the drawing up of a spatial implementation plan.

The client may decide to award all or part of the briefs for the execution of the public area or the RUP to the design team. It is not obliged to do so, however. If the master-plan does not lead to any further implementation, the party that drew it up is not entitled to any damages.

Budget:  drawing up master-plan: €40,000 excl. VAT
             drawing up RUP: flat rate on basis of master-plan
             execution of landscaped park: depends on master-plan

Fee basis:  KVIV norm I class 2; lower limit KVIV-2%, upper limit KVIV (execution)
