Project description

The Spatial Structure Plan for Ghent and the Mobility Plan are aiming to use P+R (park and ride) facilities as one of the possible measures for encouraging the use of alternatives to cars.  
The creation of a car park in the area between Willem Van Guliklaan, Gaston Crommenlaan and Hundelemsesteenweg in Ghent-Ledeberg forms part of this P+R strategy. This car park is part of the Ledeberg Urban Renewal Project and has been included in the "Bellevue" Regional Land-Use Implementation Plan (RUP).
The City of Ghent is aiming to breathe new life into this district by means of the Ledeberg Urban Renewal Project (SVN). On 28th August 2008, the Mayor and Aldermen approved a physical-spatial action plan for the area. This action plan is primarily focused on spatial aspects and is one of the three pillars of the SVN. Work is also being undertaken on economic and socio-cultural-artistic issues.

Parking plays an important part in the physical-spatial action plan. Consequently, sound parking solutions must be devised for the following parking needs:
• P+R possibilities for commuters and visitors to the city centre and for visitors to the local shopping facilities, especially the Sunday market in Ledeberg
• additional neighbourhood parking for the small-scale residential fabric
• short-term parking for the local retail and catering trade
• parking for users of the new service providers

In practical terms, the fulfilment of these needs is viewed as consisting of the following:
• construction of a neighbourhood car park under the B401 viaduct;
• retention of a number of parking spaces for short-term parking within walking distance of the various businesses (along Hundelgemsesteenweg)
• (the object of this Open Call) the construction of a new car park on Hundelgemsesteenweg on the site of the current neighbourhood car park at the roundabout on Eggermontstraat and the layout of the surrounding area.

The boundaries set out by the "Bellevue" RUP provide guidelines for the design of the car park and the related facilities. Other functions (e.g. retail, services, conference rooms or places to eat and drink on the ground floor or uppermost floor) may also be included, in accordance with the provisions of the RUP. The building of the new car park on Hundelgemsesteenweg is an important strategic project in the revaluation of the "gateway" formed by Botermarkt, Eggermontstraat and the surrounding area: the architecture of the new building will therefore have an important image-determining function for this renovated access area for Ledeberg and Ghent city centre. The green character of the building and the layout of the surrounding area is essential. Ledeberg is a densely built area and yearns for more green space: the possible loss of green space on the site of the car park must be offset as much as possible with an intelligent design that makes greenery visible.
Full consideration must be taken of the local authority guidelines for sustainable and low-energy construction, rational energy use, public parks and gardens, lighting, etc. A number of guidelines from the preliminary traffic study, the parking-needs study and the Mober (Mobility Effects Report) must also be incorporated into the design.
